Dr. Bienadel Elizabeth E. Yap earned her Doctor of Philosophy in Organization Development from SAIDI Graduate School of Organization Development in 2005. Her dissertation research was on OD in a Bureaucracy (OD Beginnings at the DPWH-MIS).

For more than 40 years, Dr. Yap had been professionally engaged in the field of infrastructure project monitoring, process improvement, information systems development, information management, institutional capacity development and organization development. Her last position held in the Department of Public Works and Highways (DPWH) was Assistant Secretary for Support Services. She retired from government service in June 2019.

Prior to her promotion to Assistant Secretary, she was the Director of the Information Management Service (IMS). As the Director of IMS, she implemented various Organization Development (OD) interventions to foster an environment where staff competence and professional growth are continuously enhanced, and where work ethics and integrity in public service are valued and safeguarded, at no additional expense to the office.

Dr. Yap served, on concurrent capacity, from 1997 to 2007, as the Deputy Project Director of the Road Information and Management Support System (RIMSS), a World Bank assisted institutional development project aimed to improve the quality and delivery of DPWH services through enhanced procedures and technology. The RIMSS was an OD intervention that applied the principles of Business Process Reengineering (BPR) in improving the Department\'s business processes.

She considers the following as her most significant contributions to DPWH:
  1. Led the Overall Quality Management System (QMS) Core Team in the crafting of the DPWH QMS Manual that eventually led to the ISO 9001:2015 Certification of all (220) DPWH Offices in 2017.
  2. Reengineering of the core and support processes of the DPWH to improve the quality and delivery of its services prior to application of technology.
  3. Led the transformation of the MIS from an electronic data processing center to an information management office, and in the modernization of the DPWH IT infrastructure that it is today.
  4. Development of the civil works Project Monitoring System (PMS), the primary information system of DPWH and which was used by DPWH for 30 years.

Dr. Yap spearheaded the Organizational Culture Building Program (OCBP) of DPWH aimed to determine the current and desired organizational culture of DPWH, and to craft a roadmap toward that desired culture. In support of the OCBP, Dr. Yap pushed for the Organizational Culture Change initiative, a two-year (2012-2014) program conducted quarterly at the SAIDI-GSOD and participated by 150 DPWH managers to advocate, implement and sustain the business process improvements in all areas and levels of the agency.

Dr. Yap earned her Bachelor of Science in Industrial Engineering from the University of the Philippines, Diliman, in 1975 and was the 2011 UP Alumni Engineers Achievement Awardee for Government Service. In March 14, 2012, she was conferred Professional Industrial Engineer by the Industrial Engineering Certification Board of the Philippine Institute of Industrial Engineers. La Consolacion College Manila, her High School alma mater, also named her outstanding Alumna for Government Service in 1995 and 2001.
